Percy lived in the fog around Addertown. He and his skark brothern were feared by the human colonists; indeed, Ebenezer Blackascrooge planned to use his weather-controlling machine to keep the humans in line, using their fear of the sharks to control them.
When Edmund Blackascrooge was a child of 10, he wanted to learn about the sky fish. When the Sixth Doctor used his sonic screwdriver to attract the fish, he accidentally attracted a sky shark, which bit the screwdriver in half and tried to eat Edmund and the Doctor. The Doctor was able to get half the screwdriver and stun the shark, but it was weakened from being removed from the fog. The Doctor planned to return the shark to sky, keeping it in a cryogenic chamber during the transfer to preserve it. When they went to get the chamber, the shark revived and followed them. Luckily, Edmund was able to paralyze it with a hot rod branded Percy and used it on the shark. The shark was then successfully returned to the clouds and referred to as Percy by the Doctor.
At some point after this, Percy went through a crack in space and landed on Earth in the 23rd century and attacked Poseidon 8. With the screwdriver half still stuck in his digestive system, Percy could sense the Doctor's presence and tried to attack him. However, the Doctor was able to reopen the crack and sent Percy back to Addertown.
50 years after attacking Edmund Blackascrooge, Percy attacked a star crusier and, coincidently, the Doctor's companions Bob Price and Neville Sucrow were honeymooning on board. Percy was then able to find the Doctor with the screwdriver in his digestive system. After the Doctor returns to Addertown after with young Edmund to try and redeem the old Edmund, Percy attacks the Doctor and the Edmunds. However, old Edmund is able to trap Percy in the ice chamber. The Doctor and the Edmunds then used Percy to broadcast the sound of Addertown's christmas carol across the skies to save the star crusier. After saving the star crusier, old Edmund used Percy to pull his carriage in the skies of Addertown's first snowfall.
